This is a contest over the office of mayor of Hazard, a city of the fourth class. The appellant, who was plaintiff below, was elected to the office by the voters of the city at the regular election held in November, 1921, for the term commencing on the first Monday of January, 1922, *206and received a certificate of election from the election commissioners.
