The primary issue raised on this appeal is an unusual question of statutory interpretation: does a municipality violate the Fair Labor Standards Act, 29 U.S.C. § 201 et seq. (“the Act” or “FLSA”) when it complies with its employees’ request that their overtime compensation be accumulated and payment deferred for as much as six weeks after their regular pay.
