Heard on May 4, 1995, on the Plaintiffs’1 Motion to Make Findings and/or Amend *777Judgment regarding our Decision and Order dated August 29, 1994. This litigation has been shuttling back and forth in the courts for more than eight years, at least five times before this Court, with two excursions to the District Court, before two different judges.
