This action was brought against the city of Minneapolis and the auditor and treasurer of Hennepin county by a taxpayer and freeholder of the city, in behalf of himself and all others similarly situated, for a declaratory judgment to determine whether L. 1945, c. 351, violates Minn. Const. art. 4, §§ 33, 34, and 36.
