MEMORANDUM OPINION AND ORDER
STEVENS, District Judge.
Prologue
This multi-faceted constitutional challenge to a significant federal educational program was first filed in this court in April of 1977. It has made its tortious way through three divisions and before as many judges of this court, finally coming to rest in this division in late 1981.
