MEMORANDUM OPINION AND ORDER

STEVENS, District Judge.

Plaintiffs filed this lawsuit challenging certain provisions of Chapter 1 of the Education Consolidation and Improvement Act of 1981, 20 U.S.C. § 2701 et seq. (hereinafter referred to as Title I). 1 Title I authorizes the expenditure of money to fund remedial educational services to students in certain low income areas.
