This appeal 1 arises from a challenge by Apartment House Council of Metropolitan Washington, Inc. (AHC), to an order of the District of Columbia Public Service Commission (Commission) granting rate increases to the Potomac Electric Power Company (PEPCO). AHC is an association of owners of apartment houses located in the District of Columbia and served by PEPCO.
