Petitioners, Washington Public Interest Organization (WPIO) and the People’s Counsel, challenge the rate increases granted by the Public Service Commission of the District of Columbia (the Commission) to Potomac Electric Power Company (Pepeo) and to Washington Gas Light Company (WGL) in October, 1976.
