Petitioner is the brother of one Kurt A. Voigt, deceased. By a petition filed in the Superior "Court of the State of California, in and for the County of Los Angeles, he prayed for an order appointing him as special administrator of the estate of the decedent, and thereafter filed a petition for the probate of the will of the decedent and prayed that letters of administration with will annexed issue to him.
