Insomnia, Inc., a Tennessee-based corporation, and its owners, Steve Cooper and Nick Fergis, filed suit against the City of Memphis, Tennessee; Shelby County, Tennessee; and the Memphis and Shelby County Land Use Control Board, alleging violations of them rights under the First and Fourteenth Amendments of the United States Constitution.
