OWENS, Chief Judge.

The plaintiffs in this case, Insurance Company of North America (ICNA) and Liberty Mutual Insurance Company (LMIC), have filed this action against the United States government seeking indemnity/contribution for payments it made to an employee of the United States government. The employee had been injured while working at Robins Air Force Base. Jurisdiction is based upon the Federal Tort Claims Act, 28 U.S.C.A. §§ 1346, 2671-80 (West 1976).
