HOFFMAN, Judge:

Appellant contends that the police violated the Fourth Amendment when they stopped the vehicle in which appellant was riding and in seizing certain drugs from him. We agree and, therefore, reverse. 1

Based on the testimony presented at appellant’s January 6, 1976 suppression hearing, the lower court found as follows: During the early morning hours of August 13,1975, two members of the Williamsport Police Department discovered a broken window in a downtown store. Suspecting a burglary, they and other officers surrounded the store; their subsequent search found the premises empty.…
