This court is once again called upon to rule in the 16-year litigation saga between Mahendra Mehta and Baqar Shah. The facts relevant to this appeal are below— the full factual background can be found in our 2004 decision, Mehta v. Shah, 113 Fed. Appx. 165, 166-67 (7th Cir.2004). In 1999, appellant Mehta obtained a substantial money judgment in the Cook County (Illinois) Circuit Court against his former business partner Baqar Shah.
