Three separate actions were instituted by the state of Kansas on the relation of the county attorney of Jefferson county to recover moneys alleged to have been unlawfully paid by the county treasurer of Jefferson county pursuant to warrants drawn on the “special improvement fund” of the Stonehouse Drainage District Number One, of Jefferson county, rather than out of its general fund.
