MEMORANDUM OPINION AND ORDER

MILLER, Judge.

This pre-award bid protest is before the court after briefing on plaintiffs motion for reconsideration. Plaintiff Totolo/King Joint Venture (“plaintiff’), a Service Disabled Veteran Owned Small Business general contractor (“SDVOSB”), moves pursuant to RCFC *44459(a)(1) for reconsideration of this court’s decision granting defendant’s motion for judgment (and denying plaintiffs cross-motion for judgment) on the administrative record.
