after stating the case as above, delivered the opinion of the court.

It was contended in the court below that this latter act of. March 4, 1889, violated that provision Of the Constitution of the United States, and of the State, which declares that no person shall be deprived of his property without due process of law. The Supreme Court of the State held that' this contention went on the theory that the deceased police officer had, at the time of his death, a vested property right in the one thousand dollars of public moiiey which the former statute had directed to be paid…
