after stating the case, delivered the opinion of the court.
The .first question which presents itself is, whether, on the face of the several acts of Congress, any liability rests on the.- United States to pay the bridge company the cost of the change that was directed in the plan of its bridge. It cannot be denied that but for the act of 1871 a bridge built according to the original' plan would have been a lawful structure which the company could have maintained until Congress withdrew its assent, or required alterations to be made.
