MEMORANDUM OPINION AND ORDER

This case presents a challenge to administrative regulations recently adopted by the United States Department of Labor (“DOL”). Plaintiffs are a group of fourteen unaffiliated businesses that received approved labor certifications from the DOL. Plaintiffs sued the United States Department of Labor, Employment and Training Administration and the United States Department of Homeland Security, Bureau of Citizenship and Immigration Services (collectively, “Defendants”).
