Plaintiffs, R. H. Thomas, Edward Twarog, Steven Dorner, Henry Cipriani and Richard R. Davis, obtained, on their motion for summary judgment, a writ of mandamus ordering defendants, the village of Westchester (the village) and the board of local improvements of the village, “to proceed to take all necessary steps for carrying into effect a special assessment for the installation ***” of various improvements to plaintiffs’ property.
