The Chief of Police for the City of Brook Park, Thomas A. Dease, appeals from a decision of the common pleas court which granted summary judgment to the City's Director of Public Safety, Eileen M. McNamara, in connection with Dease's complaint for declaratory judgment and injunctive relief, in which he challenged the authority of the Safety Director to issue directives to him regarding the stationing and transfer of police officers in the Brook Park Police Department.
