A sanctions hearing pursuant to C.R.C.P. 251.15 was held on October 1, 2002, before a Hearing Board consisting of the Presiding Disciplinary Judge, Roger L. Keithley ("PDJ"), Sisto J. Mazza, a member of the bar, and Deena Raffe, Ph.D., a representative of the public. James S.
