Stephen Mitchell was formerly certified to serve on New York County’s “18-B Panel”— the group of private attorneys who are paid by the County to provide legal services to indigent criminal defendants. When Mitchell applied for recertification to the 18-B Panel, however, his application was denied. Mitchell asserts in this lawsuit that his application was denied because of his race and in retaliation for his complaints of racial discrimination.
