Farrell Construction Company in this consolidated appeal challenges the dismissal of its action against Jefferson Parish, Louisiana, and Burk and Associates, Inc. (No. 88-3764) and the district court’s denial of its “Motion to Review and Amend Judgment or, in the Alternative, to Clarify its Judgment” (No. 89-3292).
