This case involves the relationship between the court of appeals’ certiorari jurisdiction to review quasi-judicial decisions of local governmental entities and the broad power of Minnesota district courts to hear and determine actions brought under 42 U.S.C. § 1983 (2012), a federal civil-rights statute.
