In 1973, at the instance of New England agricultural groups, the Interstate Commerce Commission undertook an investigation into the feasibility of reducing the rates for shipping feed corn from the Midwest to the Northeast.1 The agricultural groups had proposed that self-unloading water carriers transport the grain across the Great Lakes, where unit-trains2 would take over the cargo and carry it to the Northeast.
