The petitioner, Cecil Hedrick, instituted this original proceeding in mandamus in this Court to compel the Board of Commissioners of Ohio County, West Virginia, to declare him eligible and qualified to be inducted as a Member of the Board of Commissioners of said County for the term beginning January 1, 1961, and ending December 31, 1966.
