National Security Counselors seeks attorney fees and costs after prevailing in part in a case against the Central Intelligence Agency and Department of Defense under, the Freedom of Information Act (FOIA), 5 U.S.C. § 552. The Court denied the motion, holding that because National Security Counselors and its counsel were one and the same, there was no attorney-client relationship and no attorney fees could be awarded.
