Anthony Márchese (Licensee) appeals from an order of the.Court of Common Pleas of Lycoming County (trial court) 1 that dismissed his license suspension appeal from the Department of Transportation’s (DOT) 18-month suspension of Licensee’s operating privilege under 76 Pa, C.S. § 1547(b)(l)(ii) based on his refusal to submit to a warrantless request for a blood test after being arrested for driving under the influence of alcohol or' controlled substance (DUI), a violation of 75 Pa.
