MEMORANDUM ORDER

LEISURE, District Judge:

Defendants have submitted objections to the Report and Recommendation (the “Report”) prepared by the Honorable Theodore H. Katz, United States Magistrate Judge, pursuant to the referral of this Court. The Court has reviewed Judge Katz’s Report, and made a de novo determination, as required by 28 U.S.C. § 636(b)(1), that Judge Katz’s exhaustive, well-reasoned Report is legally correct and proper.
