This case is yet another lawsuit challenging the siting and construction of the Horseshoe Casino in Baltimore, Maryland.1 Plaintiffs assert claims against the Mayor and City Council of Baltimore, City of Baltimore Development Corporation, CBAC Gaming, LLC, CBAC Borrower, LLC, and Maryland Chemical Company, Inc., arguing that the Defendants’ various activities at the Site violated the Resource Conservation and Recovery Act, 42 U.S.C. § 6901 et seq.
