On July 18, 1938, the Oregon State Bar filed with its Board of Governors a complaint charging W. A. Illidge, a member of the Oregon State Bar with unprofessional conduct.

There are four specifications of misconduct:(1) “In a suit in equity in the circuit court of the state of Oregon for Multnomah County, entitled ‘Frank E. Heffernan vs. Susan Baldwin and W. A.
