Appeal from a decision of the Unemployment Insurance Ap*1351peal Board, filed April 26, 2010, which denied claimant’s application to reopen a prior decision.

Claimant was employed as a home attendant for a home health care service for approximately two years when, in November 2008, she was discharged for allegedly failing to report to an assignment, leaving an elderly dementia patient without care. The Department of Labor issued an initial determination finding that claimant was eligible to receive unemployment insurance benefits.
