The plaintiff, Judicial Watch, Inc., filed this civil case, alleging that the defendant, the National Archives and Records Administration (“Archives”), violated the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 (2012), by improperly withholding records subject to disclosure under the FOIA. Complaint (“Compl.”) ¶¶ 10-12.
