This case is before the court after argument on defendant’s motion for summary judgment. Plaintiffs oppose.

FACTS

Plaintiffs1 allege the existence of an implied-in-fact contract between Johnson Controls, Inc., a Wisconsin Corporation (“Johnson”), and the United States to compensate Johnson for extra work on a construction project in which Johnson originally had been engaged as a subcontractor.
