This cause is before the court on the motion of the defendants Hinds County Department of Human Services and the State of Mississippi for summary judgment pursuant to Rule 56(c) of the Federal Rules of Civil Procedure. 1 Pro se Plaintiff Cynthia Darby opposes the motion, and the court, having considered the parties’ memoranda and submissions, concludes that the motion is well taken and should be granted. 2
