Plaintiff Kevin Hairston has sued the Public Printer1 of the United States Government Printing Office (“GPO”), under Title VII of the Civil Rights Act of 1964, 42 U.S.Cr § 2000e-16(a), alleging that the GPO failed to promote him because of his race, and denied him training because of his race and as retaliation for prior EEO activity. The GPO has moved for summary judgment.
