Proceeding under 28 U.S.C.A. §§ 1336, 1398, 2284, and 2321 through 2325, plaintiff, Baggett Transportation Company (hereinafter Baggett),1 21 brought this ac*906tion to enjoin, annul, and set aside a report and order of the Interstate Commerce Commission2 entered July 8, 1963, in its Docket No. MC-623 (Sub.-No. 32), H.
