MEMORANDUM
TRAUGER, District Judge.
Before the court is Plaintiff Robert Glen Coe’s Amended Emergency Complaint for Declaratory and Injunctive Relief and Application for Temporary Restraining Order (Docket Nos. 1, 17) 1 to which Defendant has responded (Docket Nos. 6, 24). Plaintiff has also filed a Memorandum of Authority in Support of his Complaint and Application (Docket No. 9) to which the Defendant has replied (Docket No. 14).
