SULLIVAN, Chief Judge:

On June 21, 1990, appellant was tried at Fort Ord, California, by a special court-martial consisting of officer and enlisted members. Contrary to his pleas, he was convicted of wrongfully using cocaine, in violation of Article 112a, Uniform Code of Military Justice, 10 USC § 912a. The members sentenced him to a bad-conduct discharge and reduction to the grade of Private E-l. The convening authority approved this sentence, and the Court of Military Review, in a short-form decision over Judge Johnston’s vigorous dissent, affirmed the findings and…
