MEMORANDUM

BLAKE, District Judge.

Stanford Franklin filed a complaint against former Commissioner of the Baltimore Police City Department (“BPD”) Kevin P. Clark, in his personal capacity, and current Commissioner of the BPD Leonard Hamm, in his official capacity. Franklin alleges that he was retaliated against in violation of 42 U.S.C. § 1983 and Md. Constitution, Declaration of Rights, Art. 24 for exercising his right to free speech; that his due process rights were violated under both federal and Maryland state law when he was terminated; and that he was subject to abusive discharge.
