This consolidated case (now before this Court on a Motion to Dismiss) arises from two cases filed on June 25, 1984 by the Tahoe Sierra Preservation Council (“TSPC”) and the several hundred individually-named plaintiffs who contended that Tahoe Regional Planning Agency’s (TRPA) 1984 Regional Plan, and its predecessor interim Ordinance 81-5 1 , had denied them all “economically viable use” of their properties — primarily vacant but lawfully-zoned single-family homesites.
