The Metropolitan Davidson County Board of Zoning Appeals (“the BZA”) granted Richard A. Demonbreun (“the Landowner”) a special exception permit to use his residentially-zoned property as a special event site. The Landowner filed a petition for writ of certiorari and superse-deas, challenging the validity of several restrictions 1 imposed upon the permit.
