The principal issue in this case is whether nonbidding contractors and subcontractors have standing to challenge a bid specification for a municipal *171project that requires the successful bidder to agree to abide by a project labor agreement. Under the terms of a project labor agreement, contractors agree to follow provisions of existing collective bargaining agreements and the unions agree not to strike or disrupt the work of the project.
