The principal issue in this appeal is whether the nonunion plaintiffs, Electrical Contractors, Inc. (ECI), and six of its individual employees,1 have standing to challenge prebid specifications requiring the successful bidder on two state financed school construction projects2 in the city of Hartford to perform all project work with union labor under the terms of a project labor agreement (PLA).
