STEPHENS, Chief Judge.

This is an appeal by the United States (hereafter referred to as the Government) from a judgment of the United States District Court for the District of Columbia entered March 4, 1950. The judgment dismissed a petition for a rule to show cause against the appellee, International Union, United Mine Workers of America (hereafter referred to as the Union), dismissed a rule to show cause issued pursuant to the petition, and adjudged that the Union was not guilty of civil contempt for failure, as charged in the petition, to comply with a temporary restraining order issued by…
