This is an appeal from an order of the Cass County District Court, dated December 23, 1980, finding that appellants violated the Minnesota Open Meeting Law, Minn. Stat. § 471.705 (1980), on two occasions in September 1979, and imposing civil penalties for those violations. The action was commenced by respondents, the Minnesota Education Association (MEA), the Cass Lake Education Association (CLEA), and Jean Volberding, in June 1980.
