On January 5, 2009, the City of Harrisburg (the “City”) filed an objection to the proposed chapter 13 plan of Violet Emily Kanoff (“Debtor”) contending that the City held a security interest in Debtor’s business assets, specifically a liquor license, which is listed as an asset in Debtor’s amended Schedule B.
