MEMORANDUM

TAURO, District Judge.

I. Introduction

Plaintiff Joseph McGunigle, a former Quincy police officer, brings a claim under 42 U.S.C. § 1983 against Defendants the City of Quincy, Chief of Police Paul Keenan, and Captain John Dougan. Plaintiff claims that while he was a Quincy police officer, Defendants retaliated against him for protected speech in violation of his First Amendment and Equal Protection Clause rights.
