SENTELLE, Senior Circuit Judge:

Emmette McCormick, Jr., a discharged supervisory employee of the District of Columbia Department of Corrections, brought this action against the District and two of its officials, alleging violations of his rights under the District’s whistleblower statute and of his liberty interests under the Fifth Amendment.
