This is an appeal from a judgment of the Court of Common Pleas sustaining the plaintiffs’ appeal from the defendant zoning board of appeals of Norwich. By its decision the board had affirmed the action of the city manager in granting an application for the issuance of a certificate of occupancy approving a change of the nonconforming use of property owned by the defendant Jones, located at *243the southwesterly corner of West Main Street and Jones Court.
